Rotation that actually saves
Most PDF viewers can turn a page on screen, but the rotation is only for looking — reopen the file, or send it to someone, and it is sideways again. This writes the rotation into the document, so it stays that way everywhere.
Why this cannot lose quality
A PDF page carries its own rotation as a property, and turning it changes that number rather than redrawing anything. Text, images and vector graphics are left exactly as they were, so the file can be rotated any number of times with no degradation at all.
Rotation is added to whatever the page already had, which is what makes rotating twice behave the way you expect on a file that arrived with some pages already turned.

Usable on a work computer
Plenty of workplaces block file uploads to outside websites, to keep contracts and customer records from leaving the building. On those machines the usual online converters simply fail.
This one has no upload to block. Whether your organisation permits a particular site is still its own call, so check with your IT team if you handle regulated material.
Why this is built this way
Files that pass through someone else's server can be logged, cached, retained after the promised deletion window, or exposed in a breach. Contracts, ID scans, medical records and private photos are exactly the files people most often have to convert, and exactly the ones that should not be handed to a stranger's machine.
It is also why there is no file size limit, no daily quota, and no account. Those restrictions exist to control server costs. With no server in the loop, there is nothing to ration.
Questions
Is my PDF uploaded anywhere?
No. The rotation happens in your browser and the file never leaves your device. You can confirm it in the Network tab of your developer tools, or by turning off your Wi-Fi after the first use and rotating again.
Can I rotate only some pages?
Yes. Type the page numbers, for example 2, 5-7. Leave the box empty and every page is turned.
Does rotating reduce quality?
No, not at all. The page's rotation property is changed and nothing is redrawn or re-compressed, so the content is bit-for-bit what it was.
The pages were already at different angles — what happens?
The rotation you choose is added to each page's existing angle, so a page already turned 90° and rotated another 90° ends up at 180°. Pages you did not list are left alone.
